Pulling down strongholds over cities and nations

Many people don't believe in nor practice "spiritual warfare". Some, not a few, don't even believe we have power and authority over territorial spirits. Some believe it is even nonsence. I believe Luke 10:19 says, "Have I not given you authority over all the power of the enemy and who is he that will harm you if you be a doer of that which is good". Can we really deal with such things?
